Columbus Legislative Package Advances to Senate; Local Delegates’ Opposition Draws Constituent Questions

With days remaining in the 2026 legislative session, a package of local bills affecting governance, compensation and cultural development in Columbus and Muscogee County has advanced to the Georgia Senate following approval in the Georgia House of Representatives.

The legislation passed the House by a 130-30 vote. State Reps. Vance Smith and Carmen Rice, both members of the Columbus delegation, voted against each of the measures.

The package includes four bills addressing vacancies in local government, compensation for key judicial and administrative roles, and the creation of a new cultural entity aimed at strengthening the local economy.

House Bill 1339 seeks to address extended vacancies on the Columbus City Council. If enacted, the measure would require a special election to fill a council seat if the vacancy occurs more than 90 days before a general election. The bill also mandates that the election be called within 30 days after the vacancy is declared.

House Bill 1460 proposes revisions to compensation for the Muscogee County State Court solicitor general, assistant solicitors and related positions.

House Bill 1461 outlines adjustments to compensation for the clerk and chief deputy clerk of Muscogee County.

House Bill 1462 would establish the Columbus Music Commission, an initiative designed to support and promote the city’s music and cultural economy.

The legislation now moves to the Georgia Senate for consideration as the session nears its conclusion.
